“ဒီေဆာင္းပါးေတြဟာ အစုိးရရဲ႕သေဘာထားကုိ ထင္ဟပ္တတ္တယ္ဆုိေပမယ့္ ဒီေဆာင္းပါးဟာ ဗုိလ္ခ်ဳပ္မႉးႀကီး ရဲ႕ သေဘာထားျဖစ္တယ္လို႔ မယူဆဘူး။ ေဆာင္းပါးရွင္ ဟာ ၾကားခံအဆင့္နဲ႔ ေရးသားေနသူသာ ျဖစ္တယ္။ ေဒၚေအာင္ဆန္းစုၾကည္ဟာ ဗုိလ္ခ်ဳပ္မႉးႀကီးဆီကုိ တုိက္႐ုိက္တင္ျပထားတာျဖစ္တယ္။ ဒါေၾကာင့္ ဗုိလ္ခ်ဳပ္မႉးႀကီး ဆီက တုံ႔ျပန္မႈရွိလာဦးမယ္လုိ႔ ထင္တယ္။ ေဆာင္းပါးနိဂုံးမွာလည္း ေတြ႔ဆုံမႈ ျဖစ္လာဦးမယ့္ သေဘာ ေရးထားတာ လည္း ရွိတယ္” ဟု ဦး၀င္းတင္က သုံးသပ္ေျပာဆုိသည္။

အဆုိပါေဆာင္းပါးသည္ ေဒၚေအာင္ဆန္းစုၾကည္၏ ဗုိလ္ခ်ဳပ္မႉးႀကီးသန္းေရႊထံ ေပးစာႏွစ္ေစာင္ႏွင့္စပ္လ်ဥ္းၿပီး နအဖ စစ္အစုိးရ႐ႈေထာင့္မွ သုံးသပ္တင္ျပ ထားျခင္း ျဖစ္သည္။

“အခုရက္ပုိင္း ေဒၚေအာင္ဆန္းစုၾကည္ရဲ႕ ႏုိင္ငံေတာ္အႀကီးအကဲထံ အိတ္ဖြင့္ေပးစာေတြနဲ႔ ပတ္သက္လုိ႔ ျပည္တြင္း ႏုိင္ငံေရး အသုိင္းအ၀ုိင္းနဲ႔ ျပည္ပမီဒီယာေတြ ခ်ိတ္ဆက္ၿပီး အမ်ဳိးမ်ဳိးေ၀ဖန္ေသြးထုိးရင္း တြန္းပုိ႔ေန ၾကတာ ေတြ႔ရပါတယ္” ဟု ေဆာင္းပါးရွင္က အစခ်ီ ေရးသားထားသည္။

ေပးစာ ႏွစ္ေစာင္ႏွင့္ စပ္လ်ဥ္း၍လည္း “ဒီေပးစာႏွစ္ေစာင္ကုိ ၾကည့္ရင္ ႐ုိးသားမႈ မရွိတာ ေတြ႔ႏုိင္ပါတယ္။ တကယ္ေတာ့ ႏုိင္ငံေတာ္အစုိးရကုိ ႐ုိး႐ုိးသားသားခ်ဥ္းကပ္ၿပီး ညႇိႏႈိင္းဖုိ႔ ႀကဳိးစားတာမ်ဳိးသာျဖစ္သင့္ပါတယ္။ အခုေတာ့ မ႐ုိးသားတဲ့သေဘာ၊ ကုိယ္ေကာင္း သူမ်ားဆုိး ျဖစ္ေအာင္ လုပ္တဲ့သေဘာျဖစ္ေနၿပီး တည္ဆဲ အစုိးရရဲ႕ Image ပ်က္ေအာင္ ရည္ရြယ္လုပ္သလုိ မ်ဳိးလုိ႔ပဲ က်ေနာ္ ခံစားမိပါတယ္” ဟုလည္း ေဆာင္းပါးရွင္က မွတ္ခ်က္ေပးထားသည္။

ေဒၚေအာင္ဆန္းစုၾကည္ႏွင့္ အန္အယ္လ္ဒီပါတီတုိ႔အေနျဖင့္ ေပးစာ (၂) ေစာင္ေပးပုိ႔ ရာတြင္ ပထမအႀကိမ္က ပါတီေၾကညာခ်က္ႏွင့္အတူ ပူးတြဲထုတ္ျပန္ခဲ့ေၾကာင္း၊ ဒုတိယ အႀကိမ္တြင္လည္း အန္အယ္လ္ဒီလူငယ္အဖြဲ႔က မီဒီယာမ်ားသုိ႔ တိတ္တဆိတ္ ႀကဳိျဖန္႔ ခဲ့ေၾကာင္း၊ မီဒီယာမ်ားမွတဆင့္ တည္ဆဲအစုိးရကုိ အက်ပ္ကုိင္ရန္ ျဖစ္ေၾကာင္း စသျဖင့္ ေရးသားထားသည္။

ေဆာင္းပါးရွင္က အဆိုပါ စာႏွစ္ေစာင္ကိစၥအျပင္ ၂၀၀၇ ခုႏွစ္အတြင္း မစၥတာ ဂမ္ဘာရီ လာေရာက္စဥ္က ဂမ္ဘာရီမွတဆင့္ စင္ကာပူႏုိင္ငံတြင္ တဖက္သတ္ ေၾကညာခ်က္ ထုတ္ျပန္ခဲ့ေၾကာင္း၊ ထုိေၾကာင့္ ေဒၚေအာင္ဆန္းစုၾကည္ႏွင့္ အန္အယ္လ္ဒီတုိ႔သည္ မ႐ုိးသားသည့္ သေဘာထားျဖင့္ မီဒီယာကုိ အသုံးခ်ကာ လက္ဦးေအာင္ ဖြေနသည္မွာ (၃) ႀကိမ္တုိင္ၿပီ ျဖစ္ေၾကာင္း ေရးသားထားသည္။

အဆုိပါ ေရးသားခ်က္မ်ားႏွင့္ စပ္လ်ဥ္း၍ ဦး၀င္းတင္က “က်ေနာ္တို႔ တရား၀င္ ရပ္တည္ ဆဲ ျဖစ္တဲ့ ပါတီရဲ႕ လႈပ္ရွားမႈေတြ၊ အာေဘာ္ေတြနဲ႔ ပတ္သက္ၿပီး ျပည္တြင္းမီဒီယာေတြမွာ ေဖာ္ျပႏုိင္ခြင့္မရွိဘူး။ အဲဒီအခါမွာ ျပည္ပ မီဒီယာေတြက က်ေနာ္တုိ႔ကုိ ေမးတယ္၊ ျမန္းတယ္၊ ဆက္သြယ္တယ္။ က်ေနာ္တုိ႔ကလည္း မီဒီယာကုိတုံ႔ျပန္ရမယ့္ ၀တၱရား ရွိသည္နဲ႔ အညီ ေျပာတယ္၊ ဆက္ဆံတယ္။ ဒါကလြဲၿပီး က်ေနာ္တုိ႔က မီဒီယာနဲ႔ ပုလင္းတူ ဘူးဆုိ႔ လုပ္ျခင္း ေသာ္လည္းေကာင္း၊ မီဒီယာကုိ ခုိင္းစားျခင္းမ်ဳိး၊ အသုံးခ်ျခင္းမ်ဳိး လုပ္လုိ႔မရဘူး။ ဒီမုိကေရစီ ထုံးတမ္းစဥ္လာအရ မီဒီယာဟာ သူ႔လုပ္ငန္းသူ လုပ္ေန ၾကတာ။ အဲဒါကုိ သူတုိ႔ နားမလည္ဘူး။ သူတုိ႔အက်င့္စ႐ုိက္အတုိင္းပဲ ထင္ေန ၾကတယ္” ဟု ေျပာသည္။

ေဒၚေအာင္ဆန္းစုၾကည္၏ ေပးစာ (၂) ေစာင္အနက္ ေနာက္ဆုံးတေစာင္ ေစာလ်င္စြာ မီဒီယာသုိ႔ ေပါက္ၾကား ရသည့္အတြက္မူ စိတ္မေကာင္းျဖစ္ရေသာ္လည္း ပထမ အႀကိမ္စာမွာ ဗဟုိအလုပ္အမႈေဆာင္အဖြဲ႔၏ သေဘာထားျဖင့္ လုံေလာက္သည့္ အခ်ိန္ေပး ၿပီးမွ ထုတ္ျပန္ခဲ့ျခင္းသာျဖစ္ေၾကာင္း ဦး၀င္းတင္က ေျပာသည္။

ေနအိမ္ အက်ယ္ခ်ဳပ္က်ခံေနရေသာ အမ်ဳိးသားဒီမုိကေရစီအဖြဲ႔ခ်ဳပ္ အေထြေထြ အတြင္းေရးမႉး ေဒၚေအာင္ဆန္း စုၾကည္က ျမန္မာႏုိင္ငံအေပၚ အေရးယူပိတ္ဆုိ႔ထားမႈ ႐ုပ္သိမ္း ပယ္ဖ်က္ေရး ထိေရာက္စြာ ေဆာင္ရြက္ႏုိင္ရန္ အတြက္ ျမန္မာႏုိင္ငံဆုိင္ရာ အေနာက္ ႏုိင္ငံအခ်ဳိ႕မွ သံတမန္မ်ားႏွင့္ ေတြ႔ဆုံေဆြးေႏြးလုိေၾကာင္း စက္တင္ဘာ (၂၅) ရက္စြဲျဖင့္ ဗုိလ္ခ်ဳပ္မႉးႀကီးသန္းေရႊထံ ေပးပုိ႔ခဲ့သည့္စာတြင္ ထည့္သြင္းေတာင္းဆုိ ထားသည္။ အဆုိပါ ေတာင္းဆုိခ်က္ကုိ အမ်ဳိးသားဒီမုိကေရစီအဖြဲ႔ခ်ဳပ္က ေၾကညာခ်က္ အမွတ္ ၆/၀၉/၀၉ အျဖစ္ ထုတ္ျပန္ခဲ့သည္။

ဒုတိယေပးစာကို ေဒၚေအာင္ဆန္းစုၾကည္က ဗုိလ္ခ်ဳပ္မႉးႀကီးသန္းေရႊထံ ႏုိ၀င္ဘာ (၁၁) ရက္ေန႔စြဲျဖင့္ ေတြ႔ဆုံ ေဆြးေႏြးေရး အတြက္ ကမ္းလွမ္းေပးပို႔ခဲ့သည္။

သို႔ေသာ္ အဆိုပါ ေဒၚေအာင္ဆန္းစုၾကည္၏ ျမန္မာႏုိင္ငံအေပၚ အေရးယူ ပိတ္ဆုိ႔ ထားမႈမ်ားကုိ ႐ုပ္သိမ္းေရးကိစၥ ေနာက္ဆက္တြဲ ဟူေသာ ေပးစာသည္ ျပည္ပမီဒီယာ မ်ားတြင္ ေပါက္ၾကားခဲ့ျခင္းျဖစ္သည္။

ထိုစာတြင္ ေဒၚေအာင္ဆန္းစုၾကည္အေနျဖင့္ အစုိးရႏွင့္ညႇိႏႈိင္းကာ ႏုိင္ငံအက်ဳိးရွိေစမည့္ ကိစၥရပ္မ်ားကုိ ေဆာင္ရြက္ႏုိင္မည္ ျဖစ္ေၾကာင္း ေဖာ္ျပထားၿပီး သူမ ပါတီကိစၥရပ္မ်ား ပုိမုိထိေရာက္စြာ ေဆာင္ရြက္ႏုိင္ေရး အတြက္ ဗဟိုအလုပ္အမႈေဆာင္မ်ားႏွင့္ စုံညီ အစည္းအေ၀းကုိ သူမအိမ္တြင္ က်င္းပခြင့္ျပဳရန္၊ ပါတီဗဟို အလုပ္အမႈေဆာင္မ်ားႏွင့္ ေဆြးေႏြးညႇိႏႈိင္းၿပီးပါက ႏုိင္ငံ့အက်ဳိးရွိေစမည့္ ကိစၥရပ္မ်ား ပူးေပါင္းေဆာင္ရြက္ ႏုိင္ရန္ အတြက္ နအဖအစုိးရဥကၠ႒ ဗုိလ္ခ်ဳပ္မႉးႀကီးသန္းေရႊႏွင့္လည္း ေတြ႔ဆုံ ေဆြးေႏြး လုိပါေၾကာင္း ေရးသား ေဖာ္ျပ ထားသည္။

Than Shwe to Retire, Source Claims

A source close to Naypyidaw has claimed that Burma’s military dictator Senior General Than Shwe will soon retire to make ways for a new interim authority that will run the administrative machinery in the transitional period leading up to the 2010 elections.

At the top of likely candidates to succeed Than Shwe are Lt. General Hla Htay Win, former commander of Rangoon Divisional Command and Maj-Gen Tin Ngwe, commander of Central Command (Mandalay Division), according to the source.

The source claims that along with Sr Gen Than Shwe, a mandatory retirement will be in effect for all senior military officials who are over the age of 60 years. If true, this will eliminate some of the most senior officials from the army hierarchy.

The decision was said to have been taken during the closed-door meeting of top army brass late last month in the remote capital of Naypyidaw. Information pertaining to that meeting remains a closely-guarded secret, although many analysts believed the planned elections next year might likely have dominated the discussion.

Retired army officials, according to the military-backed constitution approved in a widely discredited referendum last year, will be eligible to run for elected office in next year’s elections.

The scenario of a new interim administrative authority being installed in place of Than Shwe’s State Peace and Development Council raises important questions: Will the recent international efforts at bridging communication between the military regime and opposition leader Aung San Suu Kyi be in jeopardy or is there a possibility a political dialogue still might take place?

This is not the first time the military dictator’s retirement has been rumored. In 2005, Than Shwe was reportedly forced to retire by his deputy General Maung Aye on account of nepotism and corruption. But it was later proven untrue as Than Shwe has remained the undisputed leader of Burma’s military junta in the ensuing years, up to this point.

အျပည္ျပည္ဆုိင္ရာ ဘ႑ာေရးတုိးတက္ဖြံ႔ၿဖိဳးေအာင္ လုပ္ေပးႏုိင္တဲ့အေျခခံေတြ စင္ကာပူမွာ ရွိေနတာရယ္၊ အခ်က္အခ်ာေနရာ ျဖစ္ေနတာရယ္၊ ကၽြမ္းက်င္တဲ့ ပညာတတ္လုပ္သား ရွိေနတာရယ္ စတာေတြေၾကာင့္ ႏုိင္ငံစုံကုမၸဏီႀကီးေတြနဲ႔ ဘ႑ာေရးအဖြဲ႔ အစည္းေတြက စင္ကာပူကုိ သေဘာက်တယ္။ ၂၀၀၇ စာရင္းအရ ဘဏ္လုပ္ငန္းလုိင္စင္ရထားတဲ့ ဘ႑ာေရးအဖြဲ႔အစည္း (၁၁၂) ခု ရွိတဲ့အနက္ စင္ကာပူပုိင္က (၆) ခုသာရွိၿပီး ႏုိင္ငံျခားပုိင္က (၁၀၆) ခုရွိေနတယ္။

မသမာေငြေၾကးတုိက္ဖ်က္ေရးကုိ စင္ကာပူက ဘယ္ေလာက္လုိက္နာသလဲဆုိတာနဲ႔ ပတ္သက္ၿပီး ၂၀၀၈ ေဖေဖာ္၀ါရီမွာ ျပည္သစ္ျပည္ ပဲရစ္ၿမိဳ႕ FATF (Financial Action Task Force) က (၂၂) မ်က္ႏွာအစီရင္ခံစာတေစာင္ ထုတ္ျပန္ခဲ့တယ္။ FATF အဖြဲ႔ဟာ အျပည္ျပည္ဆုိင္ရာ ေငြေၾကးရန္ပုံေငြအဖြဲ႔၊ ကမာၻ႔ဘဏ္စတဲ့ ဘ႑ာေရးအဖြဲ႔အစည္းေတြနဲ႔ ပူးေပါင္းေဆာင္ရြက္ေလ့ ရွိတယ္။ စင္ကာပူမွာ မသမာ ေငြေၾကး တုိက္ဖ်က္ေရး ဥပေဒေတြ ျပ႒ာန္းထားေပမယ့္ ဘ႑ာေရးေစ်းကြက္ အရြယ္အစားနဲ႔ မသမာေငြေၾကး ၀င္လာမယ့္ အလားအလာႀကီးမားသေလာက္ အေရးယူေဆာင္ရြက္တာ အလြန္နည္းတယ္လုိ႔ ဆုိတယ္။ ႏုိင္ငံျခားကလာတဲ့ မသမာေငြေၾကးကုိ အေသအခ်ာ စစ္ေဆးတာမ်ဳိးမရွိတဲ့အတြက္ အျပစ္ေပးတာမ်ဳိးလည္း မရွိဘူးလုိ႔ FATF အစီရင္ခံစာမွာ ေဖာ္ျပပါတယ္။ ဒါေၾကာင့္မုိ႔ မသမာေငြေၾကးတုိက္ဖ်က္ေရး၊ အထူးသျဖင့္ ႏုိင္ငံျခားကလာတဲ့ မသမာေငြေၾကးကုိ ထိေရာက္စြာအေရးယူဖုိ႔ FATF က ေထာက္ခံတင္ျပထားတယ္။

လြန္ခဲ့တဲ့ ဧၿပီလ (၁၇) ရက္ေန႔က အေမရိကန္ကြန္ဂရက္လႊတ္ေတာ္ သုေတသနက ထုတ္ျပန္တဲ့ အစီရင္ခံစာမွာ နအဖအစုိးရဟာ မူးယစ္ေဆးေမွာင္ခုိေတြကုိ တရား၀င္စီးပြားေရးလုပ္ခြင့္ ေပးထားၿပီး ဆက္ေၾကး ေကာက္ေၾကာင္း၊ မူးယစ္ေဆးေမွာင္ခုိေတြဟာ သူတုိ႔ရရွိတဲ့ေငြကုိ နအဖအုပ္စုႀကိဳးကုိင္တဲ့ ဘဏ္ေတြမွာ အပ္ႏွံ ေၾကာင္း၊ မူးယစ္ေဆးေမွာင္ခုိေတြ ဘဏ္မွာ အပ္ႏွံထားတဲ့ေငြကုိ စစ္ဗိုလ္ေတြက သယ္ယူၿပီး ဘန္ေကာက္နဲ႔ စင္ကာပူမွာ တရား၀င္ေငြေၾကးအျဖစ္ အပ္ႏွံေၾကာင္း ေဖာ္ျပထားတယ္။

ဒီႏွစ္ဇြန္လအေစာပုိင္းက စင္ကာပူေငြေၾကးအာဏာပုိင္အဖြဲ႔ဥကၠ႒ ၀န္ႀကီးခ်ဳပ္ေဟာင္း ဂုိေခ်ာက္ေတာင္း ျမန္မာႏုိင္ငံကုိ ေရာက္ရွိလာၿပီး ျမန္မာစစ္အုပ္စုကုိ သတိေပးစကား ေျပာသြားတယ္။ တုိးတက္မႈမရွိရင္ စင္ကာပူအေနနဲ႔ ျမန္မာျပည္မွာ ေငြရင္းထပ္မံျမႇဳပ္ႏွံဖုိ႔ ခက္ခဲလာႏုိင္တယ္လုိ႔ ျမန္မာစစ္အုပ္စုကုိ သတိေပး ခဲ့ေၾကာင္း စင္ကာပူအစုိးရသတင္းဌာနက ေၾကညာတယ္။ ဒါေပမယ့္ သတင္းမွာမပါတာက ဒီလုိ ေျပာစရာေလး ရွိတာနဲ႔ ၾကပ္ေျပးအထိ ဂုိေခ်ာက္ေတာင္း သြားရတဲ့ အေၾကာင္းပါပဲ။ နအဖအလုိက် လုပ္ေပးေနတာေတြ ေရရွည္မွာ ခက္ခဲလာႏုိင္ေၾကာင္း ေျပာတာလည္း ျဖစ္ႏုိင္တယ္။ နအဖရဲ႕ ေငြေၾကးကိစၥနဲ႔ မပတ္သက္ရင္ စင္ကာပူ ေငြေၾကးအာဏာပုိင္အဖြဲ႔ ဥကၠ႒ဟာ နအဖဥကၠ႒နဲ႔ ေတြ႔စရာမလုိပါ။

ျမန္မာစစ္အစုိးရ သက္ဆုိးရွည္ေအာင္ လုပ္ေနသူေတြထဲမွာ စင္ကာပူလည္း ေရွ႕ဆုံးကပါတယ္။ ၁၉၈၈ အေရးေတာ္ပုံ ကာလမွာ မ်က္ျဖဴဆုိက္ေနတဲ့ ျမန္မာစစ္အစုိးရကုိ စင္ကာပူက လက္နက္နဲ႔ေငြေၾကး ကူညီခဲ့တယ္။ စစ္အုပ္စုရဲ႕ေဒၚလာေတြကုိ ထိန္းသိမ္းေစာင့္ေရွာက္ေပးေနတာလည္း စင္ကာပူပါပဲ။ စင္ကာပူရဲ႕ မင္းဆရာ လီကြမ္ယူးက ျမန္မာဗုိလ္ခ်ဳပ္ေတြ အသုံးမက်ေၾကာင္း မၾကာခဏေျပာေလ့ရွိေပမယ့္ လက္ေတြ႔ မွာေတာ့ ျမန္မာစစ္အုပ္စုအသုိင္းအ၀ုိင္းရဲ႕ မသမာေငြေၾကးကုိ ထိန္းသိမ္းေစာင့္ေရွာက္ေနတယ္။

စင္ကာပူဟာ အတတ္ပညာနဲ႔ လုပ္အားသာရွိတဲ့ေနရာမုိ႔ ပတ္၀န္းက်င္ႏုိင္ငံက ခုိးရာပါပစၥည္းနဲ႔ မသမာတဲ့ ေငြေၾကးကုိ လက္ခံတဲ့ အစဥ္အလာရွိတယ္။ အေမရိကန္အစုိးရက နာမည္ေဖာ္ၿပီး ဒဏ္ခတ္အေရးယူထားတဲ့ ျမန္မာ ကုမၸဏီေတြဟာ စင္ကာပူမွာ ေျခကုပ္ယူတာမ်ားတယ္။ အထင္ရွားဆုံးက ဘိန္းေမွာင္ခုိ ေလာ္စစ္ဟန္ရဲ႕ သား Steven Law (ေခၚ) ထြန္းျမင့္ႏုိင္ပုိင္တဲ့ Asia World နဲ႔ ေတဇပုိင္တဲ့ ထူးကုမၸဏီတုိ႔ျဖစ္တယ္။ ၾကပ္ေျပး ေနျပည္ေတာ္ တည္ေဆာက္ရာမွာလည္း ဒီကုမၸဏီေတြ ေရွ႕တန္းက ပါ၀င္တယ္။ စင္ကာပူရဲ႕ ေငြရင္း ျမႇဳပ္ႏွံမႈေတြဟာ Asia World ကုမၸဏီနဲ႔ ဆက္စပ္ေနတာမ်ားတယ္။ Steven Law ရဲ႕ဇနီးက စင္ကာပူသူျဖစ္ၿပီး စီးပြားေရး၊ ႏုိင္ငံေရး အဆက္အသြယ္ရွိသူျဖစ္တယ္။ မူးယစ္ေဆးေမွာင္ခုိ Steven Law ကုိ ၂၀၀၈ ခုႏွစ္ ေဖေဖာ္၀ါရီလကစၿပီး အေမရိကန္အစုိးရက ဘ႑ာေရးအရ ဒဏ္ခတ္အေရးယူတယ္။ Steven Law ရဲ႕ ကုမၸဏီဟာ မူးယစ္ေဆးကရတဲ့ မသမာေငြေၾကးကုိ တရား၀င္ေငြျဖစ္ေအာင္ ခ၀ါခ်တဲ့ ေနရာမွာ နာမည္ႀကီး တယ္။ Steven Law ရဲ႕ဇနီး စင္ကာပူၿမိဳ႕သူ Cecilia Ng ဟာ စင္ကာပူမွာ ကုမၸဏီ (၁၀) ခုေလာက္ အမည္ အမ်ဳိးမ်ဳိးနဲ႔ တည္ေထာင္ထားတယ္။

ျမန္မာ၀န္ႀကီးခ်ဳပ္ေဟာင္း ဗိုလ္ခ်ဳပ္ႀကီးစုိး၀င္း စင္ကာပူမွာ ေဆးကုရင္း ေသသြားတယ္။ စစ္အုပ္စု အသုိင္းအ၀ုိင္းရဲ႕ သားသမီးေျမးျမစ္ေတြလည္း စင္ကာပူမွာ ပညာသင္ေနၾကတယ္။ မသမာေငြေၾကးနဲ႔ တည္ေထာင္ ထားတဲ့ Asia World ကုမၸဏီရဲ႕ စင္ကာပူစီးပြားနဲ႔ စင္ကာပူအစုိးရရဲ႕ ျမန္မာျပည္က စီးပြားကုိ ေဖာ္ျပဖုိ႔ စင္ကာပူအစုိးရက အၿမဲတမ္းျငင္းဆုိတယ္။ ဒီကိစၥနဲ႔ပတ္သက္ၿပီး Singapore Democratic Party အေထြေထြအတြင္းေရးမႉး Chee Soon Juan ေမးျမန္းတာကုိ စင္ကာပူအစုိးရ မေက်မနပ္ျဖစ္ၿပီး အေရးယူတဲ့ အတြက္ ၂၀၁၁ အထိ ေရြးေကာက္ပြဲ၀င္ခြင့္ မရေတာ့ဘူး။ ျမန္မာျပည္ကလာတဲ့ မသမာေငြေၾကးအမ်ဳိးမ်ဳိးကုိ GIC (ေခၚ) စင္ကာပူအစုိးရ ရင္းႏွီးျမႇဳပ္ႏွံေရးေကာ္ပုိေရးရွင္းက ေစာင့္ေရွာက္ေပးတယ္ဆုိတဲ့ သတင္း ထြက္ေနတာ ၾကာလွပါၿပီ။ ဒီကိစၥကုိေမးရင္ စင္ကာပူအစုိးရ သိပ္စိတ္ဆုိးတယ္။

ထုိင္းနဲ႔တ႐ုတ္ၿပီးရင္ ျမန္မာျပည္မွာ အမ်ားဆုံးရင္းႏွီးတာ စင္ကာပူပါ။ ျမန္မာျပည္ကလာတဲ့ မသမာတဲ့ေငြေတြကုိ အလုံးအရင္းနဲ႔ လက္ခံေနတာလည္း စင္ကာပူပါပဲ။ မသမာေငြေၾကးသုံးစြဲသူ အေသးစားေလးထဲမွာ Peninsula Plaza မွာဆုိင္ဖြင့္ထားတဲ့ ျမန္မာေတြလည္း ပါ၀င္ႏုိင္တယ္လုိ႔ ဧရာ၀တီမဂၢဇင္းက ပင္တုိင္ေဆာင္းပါးရွင္ William Boot က ၂၀၀၇ ခုႏွစ္က ေရးဖူးတယ္။ စင္ကာပူမွာ အလုပ္လုပ္သူနဲ႔စာသင္ေနသူ စုစုေပါင္း (၅၀,၀၀၀) ေလာက္ရွိတဲ့အထဲမွာ ျမန္မာျပည္က မိသားစုကုိ ေငြေၾကးေထာက္ပံ့သူက အမ်ားစုျဖစ္တယ္။ ပစၥည္းအတုိအထြာေလးေတြေရာင္းၿပီး လစဥ္ဆုိင္ခ ေဒၚလာ (၂,၀၀၀) ေလာက္ေပးရတဲ့အထဲက အျမတ္အစြန္း ရေနတာဟာ အံ့ၾသစရာပဲတဲ့။ သက္ေသျပလုိ႔မရေပမယ့္ ေငြေၾကးေမွာင္ခုိ လုပ္တာလည္း ရွိႏုိင္တယ္လုိ႔ ဆုိပါတယ္။ ပြဲ႐ုံစင္ကာပူမွာ မသမာေငြေၾကးနဲ႔ မကင္းႏုိင္ပါဘူး။ အၿမဲတမ္း ေရာင္း၀ယ္တဲ့ေနရာမွာ မသမာ ေငြေၾကးပါ၀င္ေနတာကုိ ဘယ္သူမွ ဂ႐ုမစုိက္ႏုိင္ပါဘူး။ ကုန္ပစၥည္းကုိ အဆမတန္ေစ်းတင္တဲ့နည္း၊ ေစ်းေလ်ာ့တဲ့ နည္းနဲ႔လည္း မသမာေငြေၾကးကုိ လက္ေျပာင္းႏုိင္ပါတယ္။

ျမန္မာစစ္အုပ္စုနဲ႔ ရင္းႏွီးတဲ့အသုိင္းအ၀ုိင္းကုိ အေမရိကန္က အေရးယူရာမွာ ျမန္မာနဲ႔ဆက္စပ္ေနတဲ့ စင္ကာပူကုမၸဏီေတြလည္း ထိခုိက္ႏုိင္တယ္။ ျမန္မာစစ္အုပ္စုအသုိင္းအ၀ုိင္းနဲ႔ ဆက္ဆံတဲ့ ကုမၸဏီေတြကုိ အေမရိကန္ႏုိင္ငံသားေတြ ေရွာင္ၾကဥ္ဖုိ႔ သမၼတဘုရွ္လက္ထက္က အမိန္႔ထုတ္တာဟာ စစ္အုပ္စုနဲ႔ ပူးတြဲလုပ္ကုိင္ေနတဲ့ စင္ကာပူကုမၸဏီကုိလည္း ထိခုိက္ႏုိင္တယ္။ စီးပြားေရး တြက္ေျခမကုိက္လုိ႔ စင္ကာပူကုမၸဏီေတြ ေနာက္ဆုတ္သြားရင္ ျမန္မာစစ္အုပ္စုလည္း ဆုံး႐ႈံးႏုိင္ပါတယ္။ ဒါေၾကာင့္ လြန္ခဲ့တဲ့ ဧၿပီလေႏွာင္းပုိင္း က်ဴးဘားႏုိင္ငံ ဟာဗားနားမွာက်င္းပတဲ့ ဘက္မလုိက္ႏုိင္ငံမ်ားအစည္းအေ၀းနဲ႔ ၂၀၀၈ ကုလသမဂၢညီလာခံမွာ ျမန္မာႏုိင္ငံျခားေရး၀န္ႀကီးက ဒဏ္ခတ္အေရးယူမႈ ႐ုပ္သိမ္းဖုိ႔ ေျပာသြားတာကုိၾကည့္ရင္ အေမရိကန္ရဲ႕ ဒဏ္ခတ္အေရးယူမႈေၾကာင့္ ျမန္မာစစ္အုပ္စု အေနမေခ်ာင္တာ ထင္ရွားတယ္။

မိမိႏုိင္ငံမွာ အခြန္မေဆာင္ခ်င္လုိ႔ တိမ္းေရွာင္တဲ့ အေနာက္တုိင္းကသူေဌးရယ္၊ မသမာတဲ့ေဒၚလာေတြ ရထားလုိ႔ ခ်မ္းသာေနသူေတြရယ္ စုေပါင္းလုိက္ရင္ စင္ကာပူမွာ သန္းႂကြယ္သူေဌးေပါင္း (၅) ေသာင္းေက်ာ္ရွိမယ္လုိ႔ ခန္႔မွန္းပါတယ္။ မသမာတဲ့ေငြမည္းကုိ ခ၀ါခ်ၿပီး တရား၀င္ေငြျဖစ္ေအာင္ လုပ္တာကုိ တားျမစ္တဲ့ဥပေဒ စင္ကာပူမွာ ရွိေပမယ့္ ေငြမည္းကုိ ဘယ္သူကမွ စုံစမ္းစစ္ေဆးတာမဟုတ္လုိ႔ ဒီဥပေဒကုိ က်င့္သုံးဖို႔ အခြင့္အလမ္း မရွိပါဘူး။ ဒါေၾကာင့္ စင္ကာပူဟာ အာဏာအလြဲသုံးစားလုပ္သူေတြရဲ႕ေလာက နိဗၺာန္လုိ ျဖစ္ေန ပါေတာ့တယ္။

ဒီမုိကေရစီရသြားလုိ႔ အာဏာလက္လႊတ္လုိက္ရရင္လည္း ျမန္မာစစ္အုပ္စုဟာ စင္ကာပူမွာ စည္းစိမ္ခံႏုိင္တယ္။ အင္ဒုိနီးရွား အာဏာရွင္ဆူဟာတုိလက္ထက္မွာ မသမာတဲ့နည္းနဲ႔ ရယူထားတဲ့ေဒၚလာေငြကုိ စင္ကာပူမွာ ရင္းႏွီးျမႇဳပ္ႏွံၿပီး စည္းစိမ္ခံေနတဲ့ အင္ဒုိနီးရွားႏုိင္ငံသား သန္းႂကြယ္သူေဌး (၂) ေသာင္းနီးပါးဟာ ဒီမုိကေရစီ ေခတ္ ေရာက္ေတာ့လည္း စင္ကာပူမွာ ဇိမ္ခံေနတုန္းပဲလုိ႔ ၂၀၀၆ ခုႏွစ္ Merrill Lynch ကုမၸဏီ အစီရင္ခံစာမွာ ေဖာ္ျပတယ္။ ဒါေၾကာင့္ သန္းႂကြယ္သူေဌး ျမန္မာစစ္အုပ္အတြက္ စင္ကာပူဟာ စိတ္အခ်ရဆုံး ထြက္ေပါက္ျဖစ္ႏုိင္တယ္။

ေငြစာရင္းဖြင့္ထားသူအေၾကာင္း ဘဏ္တုိက္က ထုတ္ေဖာ္ျခင္းမျပဳရဆုိတဲ့ စင္ကာပူဘဏ္လုပ္ငန္းဥပေဒဟာ အခြန္ေရွာင္တဲ့ အေနာက္တုိင္းသားနဲ႔ ျမန္မာစစ္သူခုိးေတြကုိ အကာအကြယ္ေပးသလုိ ျဖစ္ေနတယ္။ နအဖ စစ္အုပ္စုရဲ႕ မသမာေငြေၾကး အမ်ားအျပား ရွိေနတယ္ဆုိတဲ့သတင္းကုိ မဟုတ္မမွန္ေၾကာင္း စင္ကာပူ ၀န္ႀကီးခ်ဳပ္က ေျဗာင္ျငင္းထားတယ္။ ဒါေပမယ့္ ဘဂၤလားေဒ့ရွ္ ၀န္ႀကီးခ်ဳပ္ေဟာင္း Khaleda Zia ရဲ႕သားျဖစ္သူ Tarique Rahman ဟာ မသမာေငြေၾကးအမႈကုိ ရင္ဆုိင္ေနရတယ္။ ေဒၚလာ (၃) သန္း စင္ကာပူဘဏ္ (၂) ခုကုိ လႊဲေျပာင္းမႈနဲ႔ ဘဂၤလားေဒ့ရွ္မွာ တရားစြဲခံေနရပါတယ္။

ျမန္မာစစ္အုပ္အုပ္ခ်ဳပ္သူမ်ားက ယေန႔ေန႔လည္ပိုင္းတြင္ ဘိန္းျဖဴႏွင့္ ဆက္စပ္ပစၥည္းမ်ား၊ စိတ္ၾကြေဆးျပားမ်ား ကို ဖ်က္ဆီးသည့္ အခမ္းအနားကို ရွမ္းျပည္နယ္ အေရွ႕ ပိုင္း က်ိဳင္းတံုၿမိဳ႕တြင္ သံတမန္မ်ားႏွင့္ သတင္းသမား မ်ား ကို ဖိတ္ေခၚ၍ က်င္းပခဲ့ေၾကာင္း သိရပါသည္။
ထိုသို႔ မီးရိႈ႕ဖ်က္ဆီးသည့္ မူးယစ္ေဆးဝါးမ်ားမွာ မွာ အေမရိကန္ေဒၚလာ ၉၃ သန္း ခန္႔တန္ဘိုးရွိၿပီး ထိုအထဲတြင္ အက္ဖီတမင္း စိတ္ၾကြေဆးျပား ၆.၉ သန္း၊ ဟီးရိုးအင္း ၈၁၉ ကီလိုဂရမ္ႏွင့္ ဘိန္းမဲ ၁၅၆ ကီလို ဂရမ္တို႔ ျဖစ္သည္ဟု သိရပါသည္။
ထိုသို႔ မီးရႈိ႕ဖ်က္ဆီး သည့္ အခမ္းအနားတြင္ ျမန္မာႏိုင္ငံ ရဲခ်ဳပ္ ခင္ရီက သံတမန္မ်ားႏွင့္ သတင္း သမားမ်ားကို ရွင္းလင္း ေျပာၾကားရာတြင္ ဤမူးယစ္ေဆးဝါးမ်ားကို ယခုႏွစ္ ၂၀၀၉ ခုႏွစ္ ဂၽြန္လမွ ယေန႔အထိ က်ဳင္းတံုႏွင့္ တာခ်ီလိတ္ ဧရိယာမွ ဖမ္းဆီး ရမိခဲ့ျခင္းျဖစ္ေၾကာင္း ေျပာၾကားခဲ့ပါသည္။
၄င္းမွ ဆက္လက္ေျပာၾကားရာတြင္ ယခုမူးယစ္ေဆးဝါးမ်ားသည္ ျမန္မာ့ အိမ္နီးခ်င္းႏိုင္ငံမ်ား မွ တဆင့္ တင္သြင္းလာခဲျခင္း ျဖစ္ေၾကာင္းႏွင့္ မူးယစ္ေဆးဝါးမ်ား ထုတ္လုပ္ရာတြင္ အသံုးျပဳေသာ ဓါတု ေဆးမ်ားကို ျမန္မာ ႏိုင္ငံတြင္ ထုတ္လုပ္ႏိုင္ေသာ အေျခအေနမရွိေသးေၾကာင္း ေျပာျပသြားခဲ့ပါသည္။ ၄င္းက ဆက္လက္၍ ျမန္မာႏိုင္ငံ အေနျဖင့္ ၁၅ႏွစ္ စီမံကိန္းခ်ကာ မူးယစ္ေဆးဝါးႏွိမ္နင္းေရး လုပ္ငန္းမ်ားကို ႏိုင္ငံတကာႏွင့္ ပူးေပါင္း ေဆာင္ရြက္ေနေၾကာင္းကိုလဲ ေျပာျပသြားခဲ့ပါသည္။
ၿပီးခဲ့ေသာ ေအာက္တိုဘာလ ၃၀ ရက္ေန႔ကလဲ ျမန္မာ စစ္အာဏာပိုင္မ်ားက ကိုးကန္႔ႏွင့္ ေလာက္ကိုင္ ေဒသ အတြင္း ၾသဂုတ္လ အကုန္က ဖမ္းဆီးရမိေသာ အေမရိကန္ေဒၚလာ သန္းႏွစ္ဆယ္ဖိုးခန္႔ ပမာဏရွိေသာ မူးယစ္ ေဆးဝါး မ်ားကို မိးရိႈ႕ ဖ်က္ဆီးခဲ့ပါသည္။
